Trillium Agent: Update v.2.90.10

School Info Service

In the previous version: 

• Some users reported this error: Error communicating with the ETIF service.
• Other users reported than when a staff account was assigned to a lot of schools, the schoolInfo?AccountContexRefId=xxx Service was very slow (more than one minute).

Here is what we did:

• We optimized that Service;
• We introduced a school cache.

Together, those actions reduced response time to less than a couple seconds -- even when a staff account is assigned to 1000 schools.

FYI: The school cache is refreshed per 12 hours. If school info is changed, it may not be refreshed until 12 hours later
