ALLOVUE-1323	Side nav does not update correctly during redirection when creating a single budget proposal from All Budgets.	Log in as a Budget Admin with access to all budgets. Create a proposal and select a single budget. Message says you will be redirected to the selected Budget’s Proposals. Upon creation, flash message displays stating you have been redirected to the budget you selected. The nav now has the Single Budget tab selected. However, it does not show that the user is in the proposals section of that budget. It shows the 'pick a budget' nav. We have corrected the behavior to show the selected budget from the proposal.
ALLOVUE-1499	PE/NPE upload issues error when trying to update 'unchanged' records.	When a user creates a PE (or NPE) proposal and downloads the template, it contains all the ‘unchanged’ records. They can then upload changes to some of the ‘unchanged’ records as well as add new records. If the user then tries to upload that same template a second time with changes to the existing ‘unchanged' records, an error is issued stating ‘leave expense_code blank to create a new record’. The upload should be able to match the expense code in the template to the existing ‘unchanged’ record and allow the user to update that record. We have corrected the upload behavior to account for unchanged records.
ALLOVUE-1516	Allocation upload template is missing Sort Order column.	When you download the allocations template, there is no sort_order column but the table allows for the user to assign a sort order when manually creating an allocation. We have add sort_order to the template and to the explanation of fields in the upload templates.
ALLOVUE-1613	PE Unchanged Expense query should include all expenses associated with the Budget AND any related Allocations.	Right now, if you go into a single-budget proposal, there is a list of all the unchanged expenses for that budget, based on the scope of the budget (from Manage’s Budget Config space). Instead, when looking at the NPE or PE table in a single-budget proposal, the unchanged expenses still include everything in that budget’s scope.
ALLOVUE-1702	Transaction Export fails with "N/A" value.	We have resolved this issue with transaction exports.
ALLOVUE-1708	Update PE template so exported records match what's shown on the page.	The PE records include in the template csv used for uploading PE data into a proposal do not match the records displayed in the PEs table for the proposal. We have modified the exported PEs to include all records shown in the PEs table for the proposal: that is, changed and unchanged rows.
ALLOVUE-1717	Update PE costs when duplicating expenses and on csv uploads	Duplicating a PE currently does not result in the duplicate having its costs computed: only the “immediate” PE data is copied, meaning the duplicate will show $0 in the cost fields. The same applies to PEs created through uploads. We have resolved this issue with duplicating expenses.
ALLOVUE-1796	Allocate Org Creation Bug	When attempting to assign a Budget to an Organization, the tool shows that the input is not a valid Budget. We have resolved this issue.
