Change Organization to Budget association (1:1)

We previously allowed users to associate as many Organizations as they liked with a single Budget. This causes issues when we display the Allocated Resources Breakdown in Budget to users. We have changed the relationship of Organizations and Budgets, and they will now have a 1:1 relationship for a cleaner user experience.

Allow Additional Expense Types to be added to Dollar-Based Allocations

Once expenses are planned within an Allocation, users can now add additional expense types to Allocations even after planning has begun.

1. If there are expenses associated with an Allocation

   1. FTE-Based Allocation:

      1. No Edits to Allowable Expense Types can be made. FTE-Based Allocations can only contain Personnel Expenses; any Expenses attached to this Allocation are Personnel Expenses.

   2. Dollar-Based Allocation:

      1. Any Existing Selections for Allowable Expense Type cannot be changed.

      2. Additional Expense Types may be added to the Allocation.

         1. Note: on Save, additional Allowable Expense Types now may not be removed.

   3. Upload

      1. Additional Expense types may be added via uploader, old selections cannot be removed via uploader.

2. Allowable Expense Type warning text is updated (There were two different warnings in place before and we have streamlined the messaging for a cleaner user experience).

   1. No Expenses Attached

      1. Current text: This will not be editable once the Allocation has been assigned expenses.

         1. New text: Allowable Expense Types may not be removed once the Allocation has been assigned expenses.

   2. Expenses Attached

      1. Current text: This is not editable because the Allocation has been assigned expenses.

         1. New text: Allowable Expense Types may not be removed once the Allocation has been assigned expenses.
