ALLOVUE-1840	Show that an upload is being processed.	When uploading larger files, particularly for Expenses, the `Review and Confirm` step can take a moment to populate and transition, making it look like the button did nothing. Adding a `Reviewing...` state to the button would indicate work is happening and the user does not need to re-click the button.
ALLOVUE-1878	Percentage-based Job Type Dollar Allocations.	We have created a percentage-based Job Type Dollar Allocation. This would allow someone to upload salaries for their average_cost for a job type and build a benefits package using Job Type Dollar Allocations, permitting modeling changes in health insurance, retirement, etc. This would also permit “hold back” rules some districts have requested (subtract 5% from the staffing line) by allowing a negative amount or percent.
ALLOVUE-1914	Proposal Submission/Approval Warning - Allocation Misalignment.	We have modified the warning messages for proposal submission and approval to be clear to users when an allocation misalignment occurs.
ALLOVUE-1962	Add Description to Allocate Formulas.	We have added an optional description text field to Allocate Formulas.

ALLOVUE-1770	Update NPE template so exported records match.	The NPE records included in the CSV template used for uploading NPE data into a proposal do not match the records displayed in the NPEs table for the proposal. For example, NPE records introduced by single-budget proposals that do not match the proposal budget scopes are not included. The exported NPEs should also include all records shown in the NPEs table for the proposal: that is, changed and unchanged rows. We have resolved this issue.
ALLOVUE-1865	Error when Scenario Staffing Import is run and the district has no approval workflows setup.	We have resolved a performance issue that happened when a district tried to import Scenario Staffing, but did not have approval workflows configured.
ALLOVUE-1893	Unable to Link Budgets to Orgs. in Allocate.	We have resolved an issue where certain Budgets were unable to link to Organizations.
ALLOVUE-1901	Create missing accounts after PE funding account.	Accounts specified as funding accounts for Personnel Expenses might not be present in the main money accounts table. Currently, we create missing accounts after PE changes made through the PE form or uploads - but the account information at those stages is incomplete: since the fully-qualified account codes associated with positions will only be know after the cost computation.
ALLOVUE-1996	Scenario rule explainer text is incorrect when budget-based rule uses a negative value.	We modified the explainer text when a budget-based rule uses a negative value.
ALLOVUE-2021	Budget scopes AND instead of OR across single account types	We have resolved an issue where Manage buckets were not populating for certain users.
